<span class="first-letter">F</span>our-times U.S Masters winner Arnold Palmer said Tiger Woods would be in for a tough time on his return to golf at Augusta next month.
</p>
<p>
Woods, plagued by revelations about his marital infidelity, is likely to face intense media scrutiny and the response of spectators at one of the most conservative venues in U.S golf is uncertain.
</p>

?For Tiger it is going to be tough, it is going to be something that will take him a little time to get used to,&#157; Palmer told the Golf Channel when asked about what awaits Woods at the April 8-11 tournament.
</p>
<p>
?I am sure that he will anticipate all those things before he gets there and I think, as well as he can, he will understand the things that might happen,&#157; he said.
</p>
<p>
Palmer hosts his PGA Tour invitational event next week at his Bay Hill course and there had been rumours Woods might use that occasion to ease himself back in to competitive golf.
</p>
<p>
But Palmer said he had spoken twice to Woods shortly before the announcement and while he was disappointed not to have the world number one in his field he understood the motives.
</p>

?I spoke to him a couple of times, I spoke to him last night and then again this morning just to make sure that everything was the way I got it.
</p>
<p>
?He expressed his regrets for not being able to play and said that he was sorry but that he really didn&rsquo;t feel his game was up to speed to start playing this early.

?It was a fairly short conversation and of course we are all disappointed that Tiger isn&rsquo;t going to be here to play but certainly under the conditions and the things that have happened we understand,&#157; he added.

<p> <span class="first-letter">K</span>idnappers released a 5-year-old British boy unharmed Tuesday almost two weeks after abducting him from his grandparents&rsquo; house in central Pakistan, British and Pakistani officials said.</p>
<p>Sahil Saeed, who is of Pakistani origin, was found in a small village in Punjab province, some 30 kilometres southeast of Jhelum city where armed robbers seized him on March 4, Interior Minister Rehman Malik said.</p>
<p>British High Commissioner Adam Thomson expressed relief the boy had been found and thanked Pakistani authorities for their co-operation in the search.</p>
<p>?This is fantastic news that brings to an end the traumatic ordeal faced by Sahil and his family,&#157; Mr. Thomson said in a statement.</p>
<p>But questions remain about who kidnapped the boy and how he was released.</p>
<p>Mr. Malik did not reveal the identity of the kidnappers but said someone from the family was involved in the abduction, echoing a charge made by several other Pakistani officials.</p>
<p>The family has repeatedly denied the claim.</p>
<p>Pakistani officials said the boy&rsquo;s father, Raja Naqqash Saeed, has returned to Britain against their wishes, but the family has said he is still in the country. The boy&rsquo;s father previously said the kidnappers had demanded 100,000 British pounds in ransom, an amount he said the family could not afford.</p>
<p>Sahil&rsquo;s grandfather, Raja Mohammed Basharat, told ARY television Tuesday that ?according to my information, no ransom has been paid.&#157;</p>
<p>He told The Associated Press earlier that he was trying to contact the boy&rsquo;s parents ?to share the good news.&#157;</p>
<p>?We are thankful to God and we are thankful to all those who helped us,&#157; he said.</p>
<p>Mr. Malik said Pakistani authorities still have custody of the boy and are trying to determine to whom he should be released.</p>
<p>The number of kidnappings for ransom has soared in Pakistan, where Taliban-led militancy and a struggling economy have fuelled crime. Most victims are Pakistani nationals.</p>

<p class="textBodyBlack"><span>WASHINGTON - Housing construction fell in February as winter blizzards held down activity in the Northeast and South. The decline highlighted the challenges facing builders as they struggle to emerge from the worst housing slump in decades. </span></p>
<p class="textBodyBlack"><span>The Commerce Department said Tuesday that construction of new homes and apartments fell 5.9 percent in February to a seasonally adjusted annual rate of 575,000 units, slightly higher than the 570,000 that economists were expecting. January activity was revised up to a pace of 622,000 units, the strongest showing in 14 months. </span></p>
<p class="textBodyBlack"><span>Homebuilders are trying to emerge from a severe housing downturn. A rebound in housing is seen as critical to sustaining the overall economic recovery. </span></p>
<p><a name="storyContinued">
<p class="textBodyBlack"><span>The February weakness reflected a modest 0.6 percent drop in single-family construction, which declined to 499,000 units. The more volatile multi-family sector plunged 30.3 percent to an annual rate of 76,000 units after having surged 18.5 percent in January. </span></p>
<p class="textBodyBlack"><span>Activity dropped by 9.6 percent in the Northeast and 15.5 percent in the South, two regions hit by snowstorms in February. Building rose by 10.6 percent in the Midwest and 7.9 percent in the West. </span></p>
<p class="textBodyBlack"><span>Building permits, considered a good barometer of future activity, fell 1.6 percent to an annual rate of 612,000 units after having fallen a larger 4.7 percent in January. </span></p>
<p class="textBodyBlack"><span>Paul Dales, an economist at Capital Economics, said the February weakness stemmed from severe winter weather which prevented builders from breaking ground on new projects. But he said the housing outlook remains bleak because of a huge glut of unsold homes, reflecting the weakness in sales and the continued crisis with home foreclosures. </span></p>
<p class="textBodyBlack"><span>He said that in addition to 3.8 million homes for sale currently, foreclosures could dump another 5 million to 6 million homes on the market. </span></p>
<p class="textBodyBlack"><span>&ldquo;Some of this excess may be reduced by a surge in sales ahead of the end of the tax credit, but the bulk is going to take a very long time to work off,&rdquo; Dales said in a research note. </span></p>
<p class="textBodyBlack"><span>To qualify for a government tax credit, buyers must sign the purchase contract by the end of April. </span></p>
<p class="textBodyBlack"><span>Housing set records in sales and construction during the boom years but more recently has undergone a painful bust, a downturn which helped push the overall economy into the worst recession since the 1930s. </span></p>
<p class="textBodyBlack"><span></span></p>
<p class="textBodyBlack"><span>The National Association of Home Builders reported Monday that its survey of builder sentiment dropped by two points to 15 in March, underscoring the gloom in the housing market. </span></p>
<p class="textBodyBlack"><span>Builders said that harsh winter weather and the competition from deeply discounted foreclosures were dampening sales prospects. They said they were seeing fewer prospective buyers and were feeling less optimistic about the likelihood of sales over the next six months, according to the latest survey. </span></p>
<p class="textBodyBlack"><span>Sales of new homes plunged 11 percent to a record low in January, the third consecutive monthly decline. Sales of previously occupied homes were down 7 percent, the sharpest drop since last June. </span></p>

<p class="textBodyBlack"><span>JERUSALEM - The Obama administration is demanding that Israel call off a contentious building project in east Jerusalem and make a public gesture toward the Palestinians to help defuse one of the worst U.S.-Israeli feuds in memory, officials on both sides said Monday. </span></p>
<p class="textBodyBlack"><span>But Prime Minister Benjamin Netanyahu showed little sign of yielding, saying Jewish construction in east Jerusalem &ldquo;in no way&rdquo; hurts Palestinians. A Jerusalem city spokesman suggested Jewish building there would continue. </span></p>
<p class="textBodyBlack"><span>Announcement of the plan to build 1,600 apartments for Jews in the Ramot Shlomo neighborhood came during Vice President Joe Biden&rsquo;s visit last week, embarrassing him and the Obama administration, angering Palestinians and endangering the start of indirect peace negotiations that are to be mediated by a U.S. envoy. </span></p>
<p><a name="storyContinued">
<p class="textBodyBlack"><span>Adding to tensions was a ceremony Monday in the walled Old City in east Jerusalem, where Jews rededicated an ancient synagogue destroyed after the war that followed Israel&rsquo;s creation in 1948. Israeli police sent in reinforcements to prevent riots. The synagogue is in the Jewish Quarter, but Palestinians still saw the colorful celebration as an affront. </span></p>
<p class="textBodyBlack"><span><b><strong>Demands become clear<br></strong></b>After a weekend of rare broadsides from top U.S. officials, including Secretary of State Hillary Rodham Clinton, American demands became clear Monday. The U.S. wants Israel to cancel the construction plan, U.S. and Israeli officials said, speaking on condition of anonymity because no announcement was made. </span></p>
<p class="textBodyBlack"><span>American officials said they were also insisting that Israel take significant steps to get peace talks back on track. These might include releasing Palestinian prisoners or turning over additional West Bank land to Palestinian control. </span></p>
<p class="textBodyBlack"><span>Washington, the officials added, also has demanded that Israel officially declare that talks with the Palestinians will deal with all the conflict&rsquo;s big issues, including final borders, the status of Jerusalem and the fate of Palestinian refugees who lost their homes during the war that followed Israel&rsquo;s 1948 creation. </span></p>
<p class="textBodyBlack"><span>But Netanyahu appeared unreceptive to the main demand, defending four decades of construction for Israelis in east Jerusalem. </span></p>
<p class="textBodyBlack"><span>&ldquo;The building of those Jewish neighborhoods in no way hurt the Arabs of east Jerusalem and did not come at their expense,&rdquo; he told his parliament on Monday. </span></p>
<p class="textBodyBlack"><span>Netanyahu has apologized for the timing of the project&rsquo;s approval but has not said he will cancel it. </span></p>
<p class="textBodyBlack"><span><b><strong>City will not change its policies<br></strong></b>Palestinians say Jewish building in east Jerusalem, an area they hope to make their capital, eats up land they want for a future state, cuts off east Jerusalem from the rest of the West Bank and prevents the expansion of Arab neighborhoods. The Palestinians also point out that much of the land used for Jewish construction was expropriated from Arab owners. </span></p>
<p class="textBodyBlack"><span>Stephan Miller, a Jerusalem spokesman, said the city will not change its policies ? meaning Jewish construction in the part of the city Palestinians claim will continue. &ldquo;We are developing the entire city for the benefit of all residents,&rdquo; he said. </span></p>
<p class="textBodyBlack"><span>Most Israelis accept the Jewish neighborhoods in east Jerusalem as part of Israel, differentiating them from West Bank settlements, which many Israelis oppose. But since the world does not recognize Israel&rsquo;s annexation of east Jerusalem, the international legal status of the neighborhoods is the same as the settlements, which are considered illegal. </span></p>
<p class="textBodyBlack"><span></span></p>
<p class="textBodyBlack"><span>The unusually harsh U.S. criticism has undercut Netanyahu&rsquo;s efforts to play down the crisis. Israeli newspapers reported Monday that Israel&rsquo;s ambassador to Washington, Michael Oren, told Israeli diplomats in a conference call Saturday night that their country&rsquo;s relations with the U.S. haven&rsquo;t been this tense in decades. </span></p>
<p class="textBodyBlack"><span><b><strong>?Attempt to suffocate the Palestinians</strong></b><br>Israel does not stand to benefit from antagonizing its most important ally, but Netanyahu has historically taken a hard line against territorial concessions to the Palestinians. A curb on east Jerusalem construction also could fracture his hawkish governing coalition. </span></p>
<p class="textBodyBlack"><span></span></p>
<p>Egyptian Foreign Minister Ahmed Aboul Gheit called for international moves against Israel, calling its Jerusalem policy &ldquo;absurd, an evasion, maneuvering and an attempt to suffocate the Palestinians.&rdquo;

<p class="textBodyBlack"><span>Jerusalem is the most explosive issue in the Israel-Palestinian conflict. Israel captured east Jerusalem in the 1967 Mideast war and annexed it, claiming the whole city as its capital. No other country has recognized the annexation. </span></p>
<p class="textBodyBlack"><span>At the emotional and religious center of the dispute is Jerusalem&rsquo;s Old City, with shrines holy to Jews, Christians and Muslims. </span></p>
<p class="textBodyBlack"><span>For a fourth straight day, Israel deployed hundreds of police around the area and restricted Palestinian access in anticipation of possible unrest. Israel also maintained a closure that barred virtually all West Bank Palestinians from entering Israel. </span></p>
<p class="textBodyBlack"><span>In the West Bank, Israeli troops dispersed 70 Palestinians hurling rocks and burning tires north of Jerusalem, the military said, wounding at least four people. In Egypt, meanwhile, thousands of students at six universities protested against Israel, shouting, &ldquo;Arm us and send us to Al-Aqsa,&rdquo; Islam&rsquo;s third holiest site, also located in the Old City. </span></p>
<p class="textBodyBlack"><span>Today, about 180,000 Israelis live in east Jerusalem, in addition to nearly 300,000 Jewish settlers in the West Bank. Israel withdrew its 8,000 settlers from Gaza five years ago, though it continues to control that territory&rsquo;s borders, airspace and sea coast. Palestinians hope to establish a state in the West Bank, Gaza and east Jerusalem. </span></p>

<p class="textBodyBlack"><span>When officials in Somerton opened a time capsule Saturday, they discovered mementos from 1985 ? but didn&rsquo;t find a bottle of Mexican brandy that was supposed to be in the capsule.</span></p>
<p class="textBodyBlack"><span>Somerton street and solid waste supervisor Pancho Soto was part of the crew that buried the time capsule.</span></p>
<p><a name="storyContinued">
<p class="textBodyBlack"><span>He says he was surprised when it was opened and there was no bottle of brandy. Soto says it was there when the crew buried the capsule in concrete along Main Street.</span></p>
<p class="textBodyBlack"><span>The time capsule did contain letters from Somerton residents, photographs, a VHS tape and a 1981 Time magazine with a picture of President Ronald Reagan on the cover.</span></p>

<p class="textBodyBlack"><span>KABUL - The Afghan government was holding secret talks with the Taliban&rsquo;s No. 2 when he was captured in Pakistan, and the arrest infuriated President Hamid Karzai, according to one of Karzai&rsquo;s advisers.</span></p>
<p class="textBodyBlack"><span>The detention of Mullah Abdul Ghani Baradar ? second in the Taliban only to one-eyed Mullah Mohammed Omar ? has raised new questions about whether the U.S. is willing to back peace discussions with leaders who harbored the terrorists behind the Sept. 11 attacks.</span></p>
<p class="textBodyBlack"><span>Karzai &ldquo;was very angry&rdquo; when he heard that the Pakistanis had picked up Baradar with an assist from U.S. intelligence, the adviser said. Besides the ongoing talks, he said Baradar had &ldquo;given a green light&rdquo; to participating in a three-day peace jirga that Karzai is hosting next month.</span></p>
<p><a name="storyContinued">
<p class="textBodyBlack"><span>The adviser, who had knowledge of the peace talks, spoke on condition of anonymity because of their sensitivity. Other Afghan officials, including Abdul Ali Shamsi, security adviser to the governor of Helmand province, also confirmed talks between Baradar and the Afghan government. Several media reports have suggested that Baradar had been in touch with Karzai representatives, but these are the first details to emerge from the discussions.</span></p>
<p class="textBodyBlack"><span><b><strong>Few details about Baradars arrest</strong></b><br>Talking with the Taliban is gaining traction in Afghanistan as thousands of U.S. and NATO reinforcements are streaming in to reverse the Taliban&rsquo;s momentum. That has prompted Pakistan and others to stake out their positions on possible reconciliation negotiations that could mean an endgame to the eight-year war.</span></p>
<p class="textBodyBlack"><span>Officials have disclosed little about how Baradar was nabbed last month in the port city of Karachi. The Pakistanis were said to be upset that the Americans were the source of news reports about his arrest.</span></p>
<p class="textBodyBlack"><span>The capture was part of a U.S.-backed crackdown in which the Pakistanis also arrested several other Afghan Taliban figures along the porous border between the two countries, after years of being accused by Washington of doing little to stop them.</span></p>
<p class="textBodyBlack"><span>Far from expressing gratitude, members of Karzai&rsquo;s administration were quick to accuse Pakistan of picking up Baradar either to sabotage or gain control of talks with the Taliban leaders.</span></p>
<p class="textBodyBlack"><span>Whatever the reason, the delicate dance among Karzai, his neighbors and international partners put the debate over reconciliation on fast forward.</span></p>
<p class="textBodyBlack"><span>Top United Nations and British officials emphasized last week that the time to talk to the Taliban is now. The Afghan government, for its part, has plans to offer economic incentives to coax low- and midlevel fighters off the battlefield. Another driving force is President Barack Obama&rsquo;s goal of starting to withdraw U.S. troops in July 2011.</span></p>
<p class="textBodyBlack"><span>The United States, with nearly 950 lives lost and billions of dollars spent in the war, is moving with caution on reconciliation.</span></p>
<p class="textBodyBlack"><span><b><strong>At odds over who should be at table</strong></b><br>At a breakfast meeting in Islamabad last week, Karzai said he and his Western allies were at odds over who should be at the negotiating table. Karzai said the United States was expressing reservations about talks with the top echelon of the Taliban while the British were &ldquo;pushing for an acceleration&rdquo; in the negotiation process.</span></p>
<p class="textBodyBlack"><span>&ldquo;Our allies are not always talking the same language,&rdquo; he said.</span></p>
<p class="textBodyBlack"><span>Karzai said overtures to the Taliban stood little chance of success without the support of the United States and its international partners. He says his previous attempts to negotiate with insurgents were not fruitful because &ldquo;sections of the international community undermined ? not backed ? our efforts.&rdquo;</span></p>
<p class="textBodyBlack"><span>The U.S. has said generally that it supports efforts to welcome back any militants who renounce violence, cut ties with al-Qaida and recognize and respect the Afghan constitution, but it is keeping details of its position closely held.</span></p>
<p class="textBodyBlack"><span>Daniel Markey with the Council on Foreign Relations said that while Karzai is having discussions with senior people on the Taliban side, &ldquo;it&rsquo;s not clear that Washington or other members of the international community have weighed in as to what they believe are the red lines or proper boundaries with respect to negotiations with the Taliban.&rdquo;</span></p>
<p class="textBodyBlack"><span>During his trip to Afghanistan last week, Defense Secretary Robert Gates said it was premature to expect senior members of the Taliban to reconcile with the government. He said until the insurgents believe they can&rsquo;t win the war, they won&rsquo;t come to the table. Secretary of State Hillary Rodham Clinton has said she&rsquo;s highly skeptical that Taliban leaders will be willing to renounce violence.</span></p>
<p class="textBodyBlack"><span><b><strong>Timing of outreach still under debate</strong></b><br>A U.S. military official in Kabul, who spoke on condition of anonymity to discuss reconciliation, said the top commander in Afghanistan, U.S. Gen. Stanley McChrystal, has not yet solidified his opinion on this issue.</span></p>
<p class="textBodyBlack"><span>He said the U.S. is still debating the timing of the Afghan government&rsquo;s outreach to senior leaders of three main Afghan insurgent groups ? Omar; Jalaluddin Haqqani, who runs an al-Qaida-linked organization; and Gulbuddin Hekmatyar, the boss of the powerful Hezb-e-Islami.</span></p>
<p class="textBodyBlack"><span>The official added that the international military coalition had no problem with the Afghan government&rsquo;s reaching out to anyone, at any time, but is concerned that a deal to end the violence not come at too high a price.</span></p>
<p class="textBodyBlack"><span></span></p>
<p class="textBodyBlack"><span>Deep differences remain within the Obama administration on reconciliation, said Lisa Curtis, a research fellow on South Asia for the Heritage Institute, a right-leaning think tank in Washington. &ldquo;This disagreement is contributing to a lack of clarity in U.S. official statements on the issue and leading to confusion among our allies,&rdquo; she said.</span></p>
<p class="textBodyBlack"><span>&ldquo;The military surge should be given time to bear fruit,&rdquo; Curtis argued. &ldquo;Insurgents are more likely to negotiate if they fear defeat on the battlefield.&rdquo;</span></p>

will take a majority stake in the Terre de Grace oil sands property owned by closely held Value Creation Inc. for an undisclosed price, the British oil major&rsquo;s second oil sands deal in a week.</p>
<p>In a release, Value Creation said BP agreed to develop and operate the 185,000-acre Terre de Grace block in northern Alberta.</p>
<p>The private company said BP will make ?significant capital contributions&#157; to the Terre de Grace project but any final price will be determined after further exploration and drilling defines the size of reserves on the property.</p>
<p>BP, which sold a half interest in its Kirby oil sands property to <span class="company">Devon Energy Inc. <span class="symbol">DVN-N</span><br></span><br>
last week, also holds a half share in an oil sands and refining venture with <span class="company">Husky Energy Inc. <span class="symbol">HSE-T</span><br></span>

<p>Canada&rsquo;s oil sands contain the largest crude reserves outside the Middle East.</p>
<p>BP spokesman Daren Beaudo confirmed the company had entered into the venture, but referred questions on the value of the project to Value Creation.</p>
<p>The Terre de Grace property is expected to be developed with in-situ thermal technology, which pumps steam into the ground to liquefy deposits of tar-like bitumen so it can flow to the surface.</p>

<p>A stream of analysts&rsquo; comments suggesting the offer is too low, coupled with how long it has taken Arrow to assess the offer, have triggered speculation the proposal will be rejected, the Australian Financial Review said on Monday.</p>
<p><span></span>

<p>&ldquo;A rejection by Arrow could precipitate a formal bid by Shell and PetroChina, which will allow shareholders to make a decision,&rdquo; said John Young, energy analyst at Wilson HTM Investment Group.</p>
<p><span></span>
</p>
<p>&ldquo;My view is that they (Shell/PetroChina) will need to raise their offer to the high-$5-$6 (per share) range for the deal to go through.&rdquo;</p>
<p><span></span>
</p>
<p>Shell and PetroChina last week offered A$4.45 in cash for each Arrow share, plus a share in a new Arrow entity, in a first foray for a Chinese company in Australia&rsquo;s burgeoning coal-seam gas sector.</p>
<p><span></span>
</p>
<p>An Arrow spokesman said on Monday the firm does not comment on media speculation. He said discussions were continuing.</p>
<p><span></span>

<p>PetroChina was not immediately available to comment.</p>
<p><span></span>
</p>
<p>Shares in Arrow, which has a market value of A$3.8 billion, were up 1 percent at A$5.25, outpacing a 0.7 percent drop on the broader share index.</p>

<p>Analysts said the offer values Arrow&rsquo;s proven and probable reserves at A$0.88 a gigajoule, much lower than an average A$1.88 a gigajoule for 20 offers in Australia since 2005.</p>
<p><span></span>

<p>The report came as China National Offshore Oil Corp, China&rsquo;s biggest offshore oil explorer, said it plans to buy a 50 percent stake in Argentina&rsquo;s Bridas Energy Holdings, for $3.1 billion, the latest move by state-backed Chinese firms to secure energy resources to feed China&rsquo;s fast-growing economy.</p>

<p>WHITE KNIGHTS?</p>

<p>Analysts at Macquarie and JPMorgan reckon it&rsquo;s unlikely that any white knight will emerge, given that Shell already owns a 30 percent stake in Arrow&rsquo;s domestic gas assets and has partnered a major Chinese buyer for the bid.</p>
<p><span></span>
</p>
<p>However, some market observers noted BP Plc and GDF Suez have previously shown interest in Australian coal seam gas assets and could see Arrow&rsquo;s vast assets as a way to swiftly get a foothold in that sector.</p>
<p><span></span>
</p>
<p>Arrow could also strike a gas sale agreement with Britain&rsquo;s BG Group to boost its cash balance, which would in turn alleviate concerns about its ability to fund the A$2.2 billion Fisherman&rsquo;s Landing liquefied natural gas (LNG) project.</p>

</p>
<p>The Australian Financial Review said in an unsourced report that Shell and PetroChina want to scrap Arrow&rsquo;s proposed Fisherman&rsquo;s Landing project in Queensland and divert the firm&rsquo;s sizeable gas reserves into Shell&rsquo;s larger planned LNG facility nearby.</p>

<p>Arrow is now weighing whether it can deliver better returns to shareholders by pursuing its own LNG plans, it added.</p>

</p>
<p>Negotiations are expected to have been complicated by the valuation of the target&rsquo;s international business, analysts said, with them sharing a widely differing valuation on Arrow&rsquo;s offshore business that range between 15-74 cents a share.</p>

</p>
<p>Separately, Australia&rsquo;s Liquefied National Gas Ltd said it plans to update the market on Monday or Tuesday on the proposed sale of the Fisherman&rsquo;s Landing project to Arrow and put its shares on a trading halt pending that announcement.</p>

<p>LNG Ltd agreed last month to sell its stake in the 1.5 million tonne per year project to partner Arrow, which would allow Arrow to gain full ownership of the development.</p>
<p><span></span>
</p>
<p>Arrow&rsquo;s board, led by CEO and Managing Director Nick Davies, a former BP manager, has recommended shareholders take no action on the Shell/PetroChina offer, which is non-binding and conditional, and appointed Citi and UBS as financial advisers to evaluate it.</p>

<p><span class="articleLocation">BRUSSELS </span>(Reuters) - Finance ministers from countries using the euro hope to agree on Monday on a way of providing heavily indebted Greece with financial aid, despite French and German doubts that a deal will be reached.</p>

<p>European policymakers are discussing how to help Greece and protect the 16-country currency zone but so far have not backed promises of political support with financial aid. Germany, Europe&rsquo;s biggest economy, has resisted bailout pledges.</p>
<p><span></span>
</p>
<p>European Union leaders have welcomed austerity measures announced by the Greek government and a poll on Sunday showed most Greeks saw them as a step in the right direction, despite the street protests they have provoked.</p>
<p><span></span>
</p>
<p>A senior EU source told Reuters at the weekend that among the means being considered to help Greece were bilateral loans and loan guarantees.</p>
<p><span></span>
</p>
<p>French Economy Minister Christine Lagarde said she did not expect any figure for aid to be announced at Monday&rsquo;s monthly meeting of the Eurogroup finance ministers in Brussels.</p>
<p><span></span>

<p>&ldquo;I&rsquo;m certainly not expecting any decision being made, or any button being pressed, or any button being selected to be pressed, because it&rsquo;s totally premature,&rdquo; she told reporters in New York.</p>
<p><span></span>
</p>
<p>Despite this, she said Greece had &ldquo;delivered enormously&rdquo; with its austerity steps which include promised spending cuts equal to 2 percent of gross domestic product.</p>
<p><span></span>
</p>
<p>Under EU rules, neither the bloc as a whole nor individual member states can assume the debts of other countries.</p>
<p><span></span>
</p>
<p>&ldquo;The Greek government deserves great respect for its savings efforts,&rdquo; Finance Minister Wolfgang Schaeuble told the German newspaper Bild. &ldquo;But there are no new factors. Therefore, there is no reason to take decisions on financial aid on Monday.&rdquo;</p>

<p>On Saturday, Britain&rsquo;s Guardian newspaper quoted sources as saying Monday&rsquo;s meeting would agree to make up to 25 billion euros of support available. The senior EU source told Reuters no figures were likely at this stage.</p>

<p>FRAMEWORK MECHANISM</p>

<p>&ldquo;I think we should be able to agree on principles of a euro area facility for coordinated assistance. The (executive) European Commission and the Eurogroup task force would have the mandate to finalize the work,&rdquo; the source said.</p>
<p><span></span>
</p>
<p>He said they would discuss the principles and parameters of a facility or mechanism that could be activated if needed and requested, but no figure had been agreed.</p>
<p><span></span>
</p>
<p>&ldquo;You would have a framework mechanism and you would have blank spaces for the numbers because there has been no request (from Greece) yet,&rdquo; the source said.</p>

<p>Greece hopes to reduce its budget deficit this year to 8.7 percent of GDP from 12.7 percent in 2009, a plan that has led to protests and strikes .</p>

<p>However, just over half the 1,008 people surveyed for the Greek newspaper Ethnows said last week&rsquo;s 4.8 billion euro ($6.6 billion) package went in &ldquo;the right direction,&rdquo; while 41.9 said it did not. Many said unions should tone down their opposition.</p>

<p>Ewald Nowotny, a member of the governing council of the European Central Bank, said on Austrian television on Sunday Greece should show it has taken steps to get its public finances in order before external help can be given.</p>
<p><span></span>
</p>
<p>&ldquo;Those who are members of the club should keep to the rules,&rdquo; Nowotny said. &ldquo;That means when individual states &mdash; and this would be the case with Greece, get into problems &mdash; then the first responsibility to repair them lies with the states themselves.&rdquo;</p>

<p>The austerity plan has reduced market concern over whether Greece will be able to service its debt and helped Athens sell its bonds with ease on debt markets earlier this month.</p>
<p><span></span>
</p>
<p>Policymakers are still searching for ways of making its cost of borrowing &mdash; still far above that of other Europeans &mdash; more sustainable.</p>
<p><span></span>
</p>
<p>They are also concerned that the problems in Greece could undermine confidence in the euro and spread to other heavily indebted euro zone countries such as Portugal or Spain.</p>
<p><span></span>
</p>
<p>Speaking more generally about the euro zone, Nowotny said member states should start consolidating their budgets soon.</p>
<p><span></span>
</p>
<p>&ldquo;The longer member states wait, the more painful the measures which are needed shall be,&rdquo; he said.</p>
